The conference will be held in "Apsara Palace Resort", 5 star hotel (new).
The hotel owner has a 4-star hotel across the street, about 10 minutes' walk. The hotel will provide buses between the 2 sites. You may choose to book any one by presenting your CIS-RAM paper id. And inform the hotel your flights, free airport pick up will be arranged. It is only 10 minutes by tu-tu taxi.
Tips are acceptable in Cambodia, and prepare lots of 1$ USD bills.
